Entities sometimes issue solicitations with complex, dense, and excessive requirements, which can result in complicated and costly contract administration. This can lead suppliers to determine that the cost of proposing for a given project is too high, resulting in a “no-bid” outcome. Just as procurement professionals analyze the cost of conducting a sourcing process, suppliers must also determine the costs and benefits of responding to a competitive solicitation opportunity. If it is not cost effective for them to do so, they will not bid.  In this session, members of the NIGP Business Council will join local procurement practitioners in a panel discussion about the NIGP Business Council's white paper, entitled "That Was Then, This Is Now: Why Suppliers Are Still Choosing To No Bid".  This highly interactive session will also engage the audience to discuss challenges in this area as they interact with the panel as well as their audience colleagues.

Jon Stodola, CSE BIO:

Jon joined The Toro Company in 2015 and currently serves as Government Sales Manager in the company’s Commercial Division. In his role, he works directly with Toro’s distribution teams on education and positioning of cooperative contracts. Jon also has responsibility for supporting a number of Toro’s key industry relationships – in addition to helping develop and implement strategies targeted at growing the Sports Fields & Grounds market segments, which represents professional and collegiate sports, educational institutions, and government including federal, state and local entities.

 

Jon is a member of the APWA, SIMA, APPA, NAFA and CPPC. Prior to his work with Toro, Jon spent the previous 4 years with Office Depot where he served as a Government & Education Manager, assisting representatives of K-12, Higher Education, State and Local Government in the design and implementation of customized procurement programs that addressed their financial goals and community objectives. He holds a Certified Sales Executive (CSE) designation from Sales & Marketing Executives International which places a high value on ethical sales practices.

Danielle Hinz, CPPO

Executive Government Advisor, AWS

Danielle is currently an Executive Government Advisor for Amazon Web Services (AWS) helping public sector customers on their digital transformation journey. Prior to joining Amazon in 2017, she worked in public procurement for over 20 years, including higher education and local government. As Chief Procurement Officer for King County, Washington, she led a $3 billion procure-to-pay organization and was responsible for sponsoring multiple Lean Six Sigma transformation projects that reduced cycle time and improved the customer experience. She led procurement technology and policy modernizations at multiple organizations, and served for over a decade in leadership roles with NIGP-Institute for Public Procurement, Rocky Mountain Government Purchasing Association, and Colorado Municipal League. She is a Certified Public Procurement Official and earned her Masters Degree in Public Administration.

She resides on Vashon Island, Washington, with her husband of 27 years and their two teenage children.
